This is the statement of Dr. Pham Sy Liem, Vice Chairman of the Vietnam Federation of Civil Engineering Associations, former Deputy Minister of Construction on the faults found in the project of Southeast Asia’s longest cross-sea bridge, which has stirred public opinion recently.
In the interview with TheLEADER, Liem explained that as the relevant agencies like Ministry of Construction, Ministry of Transport had not carefully assessed the reasons for the faults yet, it was difficult to form an opinion.
A complicated project like Tan Vu – Lach Huyen Bridge needs strict supervision. As in developed countries, each stage of the building process has to be thoroughly inspected before moving to the next one.
According to Liem, to avoid the faults, we should respect the importance of inspection and supervision. Firstly, the builders have to supervise the process themselves. The investors have to supervise the contractors and hire the supervision consultants to inspect the stages of the building process. Besides, the design team should arrive at the construction sites to directly monitor the project. Finally, the highest is the supervision of State’s agencies.
“If this order is strictly followed, the quality of the project will be guaranteed. The faults found in the Tan Vu – Lach Huyen Bridge project are to be blamed on lenient supervision.
To evaluate the reasons, we should check the site record and seek for the expert’s opinion to repair them in time,” he emphasized.
On the afternoon of July 14th, Deputy Minister of Transport Nguyen Van Cong arrived at the project of Tan Vu – Lach Huyen Bridge (in Hai Phong) to visit the site.
In 11 articles stated by the State Council for Pre-Acceptance Test of Construction Works, there were six suggestions and five technical faults. In these five faults, there were three in Tan Vu - Lach Huyen bridge and two in Cam River bridge.
Cong sharply criticized the relevant parties and requested the Transport Engineering Construction and Quality Management Bureau to continue the inspection process. The investor – Project Management Unit 2 (PMU 2) – was demanded to check and justify the conclusion given by the State Council for Pre-Acceptance Test of Construction Works. The contractor and the supervision consultants were demanded to ensure that the project exactly followed the design.
The project of Tan Vu – Lach Huyen Bridge, expected to be inaugurated this August, was close to completion. However, after being examined, numerous faults were identified in the foundation, surface, and girders of the bridge.
