Streamlining credit policy to bolster agricultural sector at world' top 15 rank

Prime Minister Nguyen Xuan Phuc said that to achieve this result, one of the issues that need to be addressed is Decree on the credit policy for agricultural and rural development No.55/2015/NĐ-CP dated June 9, 2015.

At a national conference on measures to boot businesses’ investment in agricultural sector held yesterday in Lam Dong province, Prime Minister Nguyen Xuan Phuc stressed that it is necessary to study and revise the Decree 55 in the direction of raising the level of lending with no collateral for individuals and households as well as expanding the beneficiaries of credit policy in the field of hi-tech agriculture and so on.

The Prime Minister stated that it needs to fight against black credit in rural areas and to study and make a proposal for adjustment of tax policy to encourage businesses to invest in agriculture.

"At this conference, I order the agriculture sector to be top 15 of the world in next ten years, in which agricultural processing has to be top 10," he said.

He added: "Vietnam agriculture is a main processing center of the world's agriculture and a logistics center of global agricultural trade."

As of June 2018, there were roughly 49,600 companies investing agriculture, accounting for only eight per cent of the total number of companies in Vietnam. They created more than 4.5 million jobs, accounting for 32.5 per cent of the total workforce of all businesses.

These investors have also worked to transform the production models, join the world’s agricultural value chains, make a great contribution to Vietnam’s export and help Vietnam brands more well-known in the international market.

However, these results from agricultural sector are still below its potential and capabilities because of unsustainable development, weak competitiveness, small production and other problems.

Representatives of business associations and enterprises as well as investors highly appreciated the conference on agricultural sectors and expressed their concerns, suggestions and recommendations.

They expressed their desire to have policies to promote the application of high technology to agriculture; develop national standards for agricultural products to protect consumers as well as the right producers. In addition, they also want Vietnam government to solve problems of agricultural land.
