Prosecuting three criminal cases at petro companies

According to the Investigative Police, the receipt and use of unofficial payments at Vietsovpetro (VSP), Binh Son Refining and Petrochemical Company Limited (BSR) and PetroVietnam Exploration Production Corporation (PVEP) are acts of law violation.

The Police Investigative Agency (C46) is extending investigation of the Ha Van Tham who was the OceanBank's former chairman of the managing board.

This agency has determined that in order to implement the policy and direction of Ha Van Tham, OceanBank gave unofficial money that out of interest for customers. This amount was about VND1,576 billion (USD77,2 million).

According to investigating bodies, the receipt and use of unofficial payments at VSP, BSR, and PVEP is a violation of law. Besides, it has signs of agreement between the leaders of VSP, BSR, PVEP and OceanBank in taking and receiving money as well as putting money outside accounting books to appropriate, which commit the crime of "abuse of title powers of appropriation of property" under Article 280 of the Criminal Code.

On September 13, 2017, the Police Investigation Agency of the Ministry of Public Security issued a decision to institute additional criminal case 17 / C46-P11 and prosecute the accused against Ninh Van Quynh, the former Deputy General Director of PVN on the misuse of property rights to seize properties under Article 280 - Criminal Code.

Earlier on August 31, 2017, under Article 165 of the Criminal Code, Police Investigation Agency of the Ministry of Public Security issued a decision to prosecute a criminal case and prosecuted 5 people for intentional offenses against the state regulation of economic management which cause serious consequences. 

The names of 5 people are Nguyen Xuan Son, former President PVN Member Council; Ninh Van Quynh, former Chief Accountant of PVN, Nguyen Xuan Thang, Nguyen Thanh Liem and Vu Khanh Truong, former member of PVN.

These subjects were found to have intentionally inflicted damage of VND800 billion (USD35.2 million) in Petro Vietnam (PVN) contributed capital to OceanBank.
