PM tells MPI to hash out operating plans for National Steering Committee on SEZs

Prime Minister Nguyen Xuan Phuc has ordered the Ministry of Planning and Investment (MPI) to clarify matters related to the personnel, use of seals and meeting regulations of the National Steering Committee for the construction of special administrative-economic zones.

The Government Office has sent an official dispatch requiring MPI to supplement some contents to complete the draft plan regarding the construction of special economic zones.
A deputy chairperson of the National Assembly will be appointed as deputy head of the National Steering Committee for SEZ. In turn, MPI shall consult with the Standing Committee of the National Assembly before submitting to the Prime Minister. The representative leaders will include the Central Committee, the Supreme People's Court, and the Supreme People's Procuracy.
Members of the Steering Committee must include only ministers, heads of ministerial-level agencies and chairpersons of provincial people’s committee, except from some organs such as National Assembly, Central Economic Board, Central Party Office, Ministry of Foreign Affairs.
Absent members of the Committee’s meeting shall have to report to the head of the Steering Committee and appoint their substitutes. Also, there will be the regulations that allow the Central Committee of the Vietnam Fatherland Front and other agencies who are not the members of the Steering Committee to attend the meetings in some cases.
The Steering Committee will not have its own seal. The head and deputy heads of the Committee shall use the seal of the Prime Minister. The deputy head, standing member and members of the Steering Committee use the seal of their own agencies.
Prime Minister assigned MPI to direct and cooperate with related parties to work out the operation program and plan of the Steering Committee, perform the tasks of the standing body of the Steering Committee and completing the draft decision on the establishment and operation regulation of the National Steering Committee for the construction of SEZs before submitting it to the Prime Minister.
According to the content of the program of the 14th National Assembly’s fourth session opened on October 23rd, Minister of MPI Nguyen Chi Dung will present a report on the draft Law on SEZs in the afternoon of October 24. On the same day, Chairman of the Law Committee of National Assembly Nguyen Khac Dinh will present the report on the evaluation of the Law on SEZs.
It is expected that the National Assembly will discuss the draft Law on SEZs on November 22.
