TheLEADERCurrently, the Ministry of Industry and Trade (MoIT) is drastic in eradication of 600 business conditions (commonly known as sub-licenses) to create favorable conditions for enterprises.

Earlier, in the meeting on September 15, Minister of Industry and Trade Tran Tuan Anh said that it is expected that 464 - 612 out of 1,216 business conditions will be cut down, equivalent to 38 – 50 per cent of the total business conditions of MoIT in the near future. The short and long-term plans on eradication of unnecessary business conditions will also be prepared.

At seminar "Ensuring consistency in policy adjustment to achieve growth target" held by the Ministry of Planning and Investment, Duong Duy Hung, Director General of the Planning Department under the MoIT said that MoIT’s proposal to cut down 600 business conditions aims to facilitate enterprises’ development and create momentum for economic growth.

Over the past year, the MoIT has eradiated few business conditions regarding formaldehyde, chemicals declaration, energy labeling… However, the reform process is still continuous and non-stop. From the end of 2016 to the beginning of 2017, business conditions which are specified in the MoIT’s circulars, if found unreasonable, were proposed to be eradicated.

Furthermore, numerous decrees have been proposed to be amended and supplemented such as the Government’s Decree of Government No. 19/2016/ND-CP dated March 22, 2016 on gas business; Decree No. 109/2010/ND-CP dated November 4, 2010 on rice export business; Decree No. 94/2012/ND-CP dated November 12, 2012 on wine production and wine trading; Decree No. 67/2013/ND-CP dated June 27, 2013 detailing some articles and implementation measures of the Law on Prevention of Tobacco Harm on tobacco business; and Decree No. 140/2007/ND-CP dated September 05, 2007 providing detailed regulations on the commercial law regarding conditions for engaging in logistic services business, and limitations on liability of logistic services business entities, Hung added.

By the end of this year, many of unreasonable business conditions might be immediately cut down to create good resources for growth target and ensure the achievement of economic growth targets in the context of the State’s limited budget, Hung added.
