Hanoi metro line 2: Addition of $708 million is requested despite ten years of delayed progress

To accelerate the prolonged project, Hanoi People’s Committee has proposed the Prime Minister to review and report to the National Assembly for approving the adjustment of capital increase at the the meeting scheduled to be held in May 2018.

Many metro lines are in progress in Hanoi.

Hanoi People's Committee has just submitted to the Prime Minister the adjustment of Hanoi metro line 2 (Nam Thang Long - Tran Hung Dao section). 

The total investment after adjustment was VND 35,678 billion ($1.56 billion), an increase of VND 16,123 billion ($708 million) compared to the initial investment approved.

The metro line 2 was approved in 2008 with a total investment of VND19,555 billion ($859 million) by Ha Noi People's Committee.

The project was approved in November 2008 and scheduled to come into operation in 2017, however, the project, until now, has not been implemented.

Up to now, five main packages of the project have completed the pre-qualification stage. Each package has four contractors.

Hanoi People's Committee had a meeting with the Ministry of Transport (MoT) on the implementation of metro line 2.

At present, the Hanoi Metropolitan Railway Management Board (MRB), the investor’s representative of the project, is in close cooperation with JICA to prepare bidding documents and organize bidding to shorten project implementation time.

It is known that the metro line 2 is offered loan by the Government of Japan and scheduled to come into operation in 2017.

However, the project, to the date, has not been started. Some paperwork related to the project has been completed such as appraisal of technical design, approval of the prequalification results of four construction and installation packages, etc.

In 2015, Hanoi People’s Committee used to propose the Ministry of Planning and Investment to adjust the investment capital of the project up to VND51.7 trillion ($2.27 billion). Subsequently, the ministry requested Hanoi People’s Committee to review to reduce investment capital of the project.

According to the design, the metro line 2 has the length of 11.5 kilometre including 8.5 kilometres of underground parts and three kilometres of the overhead ones. The station system consists of three overhead stations and seven underground ones.

The route starts from the new urban Ciputra running along streets: Nguyen Van Huyen - Hoang Quoc Viet - Hoang Hoa Tham - Phan Dinh Phung - Hang Giay - Hang Duong - Hang Ngang - Hang Dao - Dinh Tien Hoang - Hang Bai - Tran Hung Dao.
