Hanoi authority identified as citer of violations in BT and BOT projects

Numerous violations were detected in many Build - Transfer (BT) and Build - Operate - Transfer (BOT) transport and environmental projects in Hanoi, according to a conclusion just released by the Government Inspectorate.

First, Hanoi People’s Committee failed to comply with the regulations on listing, approving and publishing the items for BT and BOT investment schemes in the period of 2008 – 2012. This obstructed the contractor selection process and decreased the transparency.
Second, Hanoi People’s Committee failed to follow the due process of contractor selection, misjudged the capacity of some investors and signed contracts with some unqualified investors.
Some investors were financially ineligible at the point of being selected such as Tasco Joint Stock Company in Le Duc Tho – Xuan Phuong road segment construction project in My Dinh district, Hanoi. Most of the projects were behind schedule due to the lack of capacity in capital funding.
Third, some articles in the total investment capital and cost estimation in some BT projects which had been approved by Hanoi People’s Committee and the relevant authorities were inaccurate. In particular, many faults were detected in the listing – approving – publishing process of some BT projects, which increase the cost estimation by tens of billions VND.
Some projects whose violations have been found were the project of Le Duc Tho – Xuan Phuong road segment (My Dinh district), the project of the surrounded road of Chu Van An’s Memorial Area (Thanh Tri district), the project of Center Intersection of Long Bien District,…
Fourth, the supervision of Hanoi People’s Committee and the relevant authorities was not strict enough. The negotiation process was prolonged, which slowed the projects and increased the additional cost.
Based on the inspection report, Prime Minister was demanded to command Hanoi People’s Committee to shoulder the responsibility and deal with the relevant parties.
