Binh Thuan proposed to soon complete adjustments of the titanium plan

Binh Thuan Authority has just proposed to adjust the plan on zoning for exploration, exploitation, processing and utilization of titanium ore up to 2020, with a vision to 2030 under Decision No.1546/QD-TTg dated September 3, 2013.

The adjustment was proposed with the aim at not only ensuring the titan plan as well as deploying titanium exploration and exploitation projects in the future to suit the practical conditions and aspirations of the local people but also reducing the overlap between the plan of titanium project with other socio-economic projects of Binh Thuan province.

For the socio-economic development and sustainable exploitation of titanium minerals, the People’s Committee of Binh Thuan province recommended the Central Economic Committee that commented to the Prime Minister in order to instruct the Ministry of Industry and Trade to coordination with other ministries, relevant industries and localities so as to complete the adjustment of the titan plan soon and submit it to the Prime Minister for approval in 2018.

In addition, Binh Thuan Province proposed that Ministry of Natural Resources & Environment continue to suspend the issuance of a new license for titanium ore exploration until the issuance of the titanium plan under the Prime Minister's direction in official document No.1148/VPCP-CN dated 30/12/2016.

Binh Thuan also proposed that the Ministry of Industry and Trade complete the adjustment and submit it to the Prime Minister for approval.

Regarding to the adjustment of the titan plan, Binh Thuan province recommended that the Ministry of Natural Resources and Environment carefully review the areas that have quite large mineral reserves concentrated and capacity of investing in the exploitation. The other areas are proposed to move out of the titanium reserve area to facilitate the approval of mining investment.

For planned titanium reserve areas which have not yet been exploited in the next 30 to 50 years, Binh Thuan province proposed that the Ministry of Natural Resources and Environment report to the Prime Minister so that Binh Thuan province will be allow to accept clean energy projects such as wind power, solar power as well as tourism projects, etc for socio-economic development in the locality.

For projects that were already licensed for exploration and exploitation, the Ministry of Natural Resources and Environment is requested to regularly and promptly inspect and examine the annual permits in order to promptly handle violations and instruct investors to implement well the provisions of the law on minerals, the environment, water and land resources.

Binh Thuan Province also proposed that the Ministry of Natural Resources and the Environment pay attention to water sources and methods of using water to serve titanium exploitation.
