16 decrees approved to be amended in unity to remove 675 sub-licenses

The Ministry of Industry and Trade (MOIT) has submitted to the government a proposal to use a decree to amend several decrees, in order to rapidly reduce the number of business conditions that hinder business.

At the seminar themed on "Reducing business conditions in MOIT to facilitate businesses" organized by the Vietnam Government Portal, Tran Quoc Khanh, Deputy Minister of MOIT, said that by the end of September 2017, the ministry decided to cut 675 business conditions and sub-licenses in 27 industries.

Khanh said that since the new government started their term, MOIT has expressed its will and determination in cutting unnecessary sub-licenses and business conditions. However, this reduction must be implemented in accordance with the proper process and laws.

Accordingly, these 675 business conditions are related to 16 decrees and industries. Therefore, the ministry must amend at least 16 decrees in order to cut these conditions.

“This is a time-consuming process, which can take up to several years,” said Tran Quoc Khanh, Deputy Minister of MOIT.

Therefore, MOIT has proposed using a decree to amend several decrees at the same time, in order to allow the promulgation of new regulations in a short form, shortening time to cut the current unnecessary business conditions.

According to Khanh, on November 10, the Prime Minister agreed with the proposal of MOIT and allowed to include it in the government's work program and allowed the issuance of the new decree. MOIT has sent this document to the Ministry of Justice for evaluation.

The ministry expects to submit the draft of this new decree to the government before November 30, after receiving comments from the Ministry of Justice and relevant agencies.

Earlier, the government issued resolutions to assign ministries and agencies to continue reviewing, evaluating and proposing the abolition of at least one-third to one-half of the business conditions to remove business barriers and unreasonable business conditions which create obstacles for business investment activities of enterprises.

The ministries and agencies were also assigned to expand the ability to access market, promote fair competition, contributing to the development of the private sector which would become a driving force for the national economy.
