Japan offers Vietnam a non-refundable ODA of US$16.6 million

On August 10, the Japan International Cooperation Agency (JICA) and the Ministry of Agriculture and Rural Development (MARD) entered an agreement on the Project for Emergency reservoir operation and effective flood management using water related disaster management information system.

The specific objective of the project is to set up an operation and management system for the three major current dams in the Huong River basin (Thua Thien Hue province).

In addition, through establishment of a comprehensive disaster management information system, and rainfall and storm water level monitoring system, the project will help improve flood warning in the Huong River basin, which minimizes human and asset losses caused by rain and flood and contributes to sustainable socio-economic development.

The project "Emergency reservoir operation” consists of six components with total investment capital of more than VND414.3 billion (equivalent to US$18.2 million), VND379 billion (roughly US$16.6 million) of which is Japan's non-refundable ODA and VND35.4 billion (approximately US$1.6 million) is Viet Nam’s counterpart capital. The project is expected to be implemented within 36 months, from 2017 to 2020.

According to socio-economic statistics of 2016 of the General Statistics Office, the total value of damages caused by natural disasters in 2016 is estimated at 18.3 trillion (equivalent to US$806.3 million). Particularly, severe floods in the central region have seriously affected the production and life of the local residents.
