Deputy Minister of Health Nguyen Thanh Long stated that the innovation in Decree 15 was allowing enterprises to introduce their products without asking for permissions on food safety from State agencies, but they have to take legal responsibility for their products.

Based on the announcement of the enterprises, State agencies will enhance post-inspection and punish the violating businesses.

"The adjustment not only saves time and money for businesses but also reflects changes in the way of thinking about managing food safety," Long said.

However, PhD. Vu Tien Loc said that Decree 15 also placed the responsibility to consumers on enterprises.

"When autonomy is granted to enterprises, the responsibility burden will follow. Decree 15 is estimated to save 90% of time and effort for businesses on administrative procedures, but it will increase the corporate responsibility to consumers’ health to 100%," PhD. Vu Tien Loc stated.
