Ha Noi to inspect 284 enterprises owing social insurance premiums

TheLEADERHa Noi’s authorities have ordered the city’s inspectors to inspect 284 enterprises that owe social insurance premiums of VND100 billion (US$4.3 million) from seven to 35 months in January 2018.

More and more enterprises have not paid social insurance premiums.

Enterprises that will be under inspection includes Bridge Cooperative No.18 under Civil Engineering Construction Corporation 1 (owing over VND10 billion or equivalent to $435,000), Quang Trung Construction Investment Joint Stock Company (owing over VND1.9 billion or roughly $82,600), etc.

Many enterprises named on the inspection list were previously inspected but continue to delay paying their debts.

Nguyen Anh Tuan, Deputy Chief Inspector of the City said that the inspection will not affect the enterprises’ business operations. After receiving the inspection plan, if any enterprises pay their debts and Ha Noi’s Social Insurance Agency approves the payment, the inspection will be canceled.

As of November 2017, over VND2.8 trillion (US$122 million) in premiums of social insurance, unemployment insurance and health insurance are owed, accounting for 8.47 per cent of the collections plan, according to Ha Noi’s Social Insurance Agency. Ha Noi is one of the localities with the highest social insurance, unemployment insurance and health insurance premium debts, which directly affects the legal benefits of 758,873 laborers.

Prolonged debt repayment is blamed on loopholes in the civic procedure for cases involving social insurance premium debts. Especially, suing enterprises that owe such debts is fraught with procedural challenges.

From January 2016 and November 2017, Ha Noi Social Insurance Agency transferred documents on 492 units owing debts to trade unions to pursue lawsuits to ensure workers’ benefits. However, none of these cases have been handled by the court.
